Ex-US guard in China pleads guilty in secrets case

WASHINGTON (AP) ? A former security guard at the construction site of a new U.S. consulate compound in Guangzhou, China pleaded guilty Thursday to trying to sell secret photos and other secret information about restricted areas inside the facility to China's Ministry of State Security.

At a hearing in federal court, Bryan Underwood admitted that the case against him as laid out by prosecutors in court papers was correct.

"Guilty," he said when the judge asked for his plea.

According to prosecutors, Underwood had lost a substantial amount of money in the stock market and hoped to make $3 million to $5 million by selling information and access to the consulate. Underwood created a schematic that listed all security upgrades to the U.S. consulate and drew a diagram of the surveillance camera locations at the facility, according to papers in the case.

Underwood wrote a letter to the ministry of state security expressing interest in initiating a business arrangement with Chinese officials and took photographs of his worksite to pass on. He was turned away by a guard who declined to accept the letter.

He later left the letter in the open in his apartment hoping that Chinese state security would find it. He believed that Chinese state security routinely searched apartments occupied by Americans.

A year ago, U.S. law enforcement agents in Hong Kong interviewed Underwood and he revealed his plans to sell information and access to China.

The charge Underwood pleaded guilty to carries a sentence of up to life in prison. Under federal sentencing guidelines, Underwood likely will be sentenced to serve between 188 and 235 months in prison. That's between 15 and 20 years.

India Supreme Court upholds death sentence for Mumbai attacker

NEW DELHI (Reuters) - India's Supreme Court on Wednesday upheld the death sentence for Mohammad Ajmal Kasab, the lone survivor of a group of militants who attacked the country's financial capital, Mumbai, in 2008 killing 166 people.

"The Supreme Court has today dismissed the appeal of Mohammad Kasab," Gopal Subramaniam, a lawyer for the prosecution, told reporters after the verdict.

Kasab, a Pakistani national who said he belonged to the militant group Lashkar-e-Taiba, was found guilty on more than 80 charges in May 2010, including murder and waging war on India, and was sentenced to death by hanging.

He was filmed walking through Mumbai's main train station carrying an AK-47 and a knapsack on his back during an attack in which nearly 60 people were gunned down.

It was part of a series of coordinated strikes on key landmarks in the city, including luxury hotels and a Jewish centre.

The three-day rampage led to an increase in tension between India and its nuclear-armed neighbor Pakistan, causing a temporary suspension of peace talks.

Budgeting for Dummies : Ideas for Women Money and Finance Blog

Every once in a while, it just makes sense to go back to the basics, which in finances involves budgeting. Businesses use budgets and so should you in your personal home finances.

But sometimes budgeting is made so complicated that we dread the thought. I am going to break it down a little to make it easier to understand and hopefully in doing so, you will understand why you need it.

A budget is simply a list of your expenses and your income. By detailing these expenses, you get to see how much you are spending versus how much that you are making.

There are a few reasons to keep a budget. First, even if you update your checkbook on a regular basis, it can be hard to see your whole financial picture. A budget can show you where you are spending your money and help you to determine if you are spending it in areas that you should not be.

Second, a budget can show you if you simply are not making enough money and if you are running a deficit every month.

Third, a budget allows you to set allowable amounts for certain discretionary expenses, like travel, entertainment, dining out, purchases, etc.

And finally, a budget flows with you and can change and be altered over time and as needed, so it is continually useful and applicable.

Even though a budget can feel restrictive, it is actually a means for you to gain control over your financial situation (remember yesterday?s post about numbers?). Embrace it and enjoy the order that a budget can bring.

For an easy way to learn about budgeting, check out this recent LearnVest article entitled Budgeting 101.

Speaking two languages also benefits low-income children

ScienceDaily (Aug. 27, 2012) ? Living in poverty is often accompanied by conditions that can negatively influence cognitive development. Is it possible that being bilingual might counteract these effects? Although previous research has shown that being bilingual enhances executive functioning in middle-class children, less is known about how it affects lower income populations.

In a study forthcoming in Psychological Science, a journal of the Association for Psychological Science, psychological scientist Pascale Engel de Abreu of the University of Luxembourg and colleagues examine the effects of speaking two languages on the executive functioning of low-income children.

"Low-income children represent a vulnerable population," says Engel de Abreu. "Studying cognitive processes in this population is of great societal importance and represents a significant advancement in our understanding of childhood development."

Existing research, conducted with older bilingual children and bilingual adults from middle class backgrounds, suggests that knowing two languages may have different effects on different aspects of executive functioning: while being bilingual seems to have a positive influence on the ability to direct and focus attention (control), researchers have found no such benefit for how people encode and structure knowledge in memory (representation).

Engel de Abreu and her colleagues hypothesized that this pattern would also hold for younger bilingual children who were low-income.

A total of 80 second graders from low-income families participated in the study. Half of the children were first or second generation immigrants to Luxembourg, originally from Northern Portugal, who spoke both Luxembourgish and Portuguese on a daily basis. The other half of the children lived in Northern Portugal and spoke only Portuguese.

The researchers first tested the children's vocabularies by asking them to name items presented in pictures. Both groups completed the task in Portuguese and the bilingual children also completed the task in Luxembourgish.

To examine how the children represented knowledge in memory, the researchers asked them to find a missing piece that would complete a specific geometric shape. The researchers also measured the children's memory, using two different tasks to see how much visual information the children could keep in mind at a given time.

The children then participated in two tasks that looked at their ability to direct and focus their attention when distractions were present. In the first task, they had to find and match 20 pairs of spacecrafts as quickly as possible, a task that depended on their ability to ignore all the non-matching spacecrafts. In the second task, the children were presented with a row of yellow fish on a computer screen and they had to press a button to indicate which direction the fish in the center was facing. The other fish either pointed in the same or opposite direction of the fish in the middle.

Although the bilingual children knew fewer words than their monolingual peers, and did not show an advantage for representation tasks, they performed better on the control tasks than did the monolingual children, just as the researchers hypothesized.

"This is the first study to show that, although they may face linguistic challenges, minority bilingual children from low-income families demonstrate important strengths in other cognitive domains," says Engel de Abreu.

The researchers believe that the findings could inform efforts to reduce the achievement gap between children of different socioeconomic backgrounds. "Our study suggests that intervention programs that are based on second language teaching are a fruitful avenue for future research," says Engel de Abreu. "Teaching a foreign language does not involve costly equipment, it widens children's linguistic and cultural horizons, and it fosters the healthy development of executive control."

Mobile Computing and Surfing Explodes: Why a PC-Based OS in ...

Considering the buzz regarding Windows 8 operating system?s release, many PC and mobile users are confused. They just upgraded from Win7 or even XP, and they are concerned about another operating system upgrade so soon: Is it worth the cost and the hassle? Windows 8 OS is different enough from Win 7, whether used in a stationary device or a mobile device, that learning curves are needed, and users are frustrated with the inherent frustration of ridding themselves of old habits. As mobile technology expands and improves, some experts whisper that developing new PC operating systems merely toss money to the wind, as they believe mobile computing will put paid to stationary computing in just a few years.

Consumer Trends

Manufacturers can attempt to steer trends, but it?s the consumer who has the final say, and their voices are ringing cash registers daily ? away from PCs and toward mobile computers, such as laptops, notebooks, tablets and smartphones.

Microsoft, owner of the Windows OS platforms, has attempted to insert itself in the mobile handset universe with mobile OS platforms. They formed a partnership with Nokia last year as their flagship provider of Win mobile devices. Nokia did benefit from this association as they steered away from their own Symbian operating system that was loosing users to Android right and left. However, Nokia has, according to industry rumors, begun fading from Win 7 mobile OS and toward Android, the leading mobile OS platform today.

Computing Trends

In August of last year, Steve Jobs announced his prediction of the death of desktop computers. Hewlett Packard announced shortly thereafter their cessation of PC model development.

Apple introduced the iPad tablet in 2010. They weren?t the first developer, however. Microsoft presented the first commercial tablet in 2002. It was bigger, bulkier and heavier than current models. The world, however, wasn?t ready for mobile computing. The world was just fully awaking to a computer?s potential and convenience. Consumers weren?t quite ready to switch from solid desktop computing to mobile computing. Microsoft?s timing was off by eight years.

Microsoft?s Trends

It?s long been known that Microsoft?s desktop computer sales has been salvaged by business use. However, even businesses have been trending toward mobile computers. Many more industries and organizations opt for laptops at work, replacing the space-hungry desktop computing devices. Thinner monitors are the rave over the bulkier and heavier ?standard? monitors.

Microsoft has attempted to reclaim the computer software leadership position with continuation of their free OS licensing with computer manufacturers: There are more computers sold with a Windows operating system than with any other OS in the world. However, the worldwide trend toward mobile devices may leave Microsoft in third place, just as it is in mobile device operating system theaters.

Microsoft?s invention of the Xbox with storage, music and gaming capabilities has inserted some much-needed revenue into a looser computing environment. Bluetooth technology has aided their cause as well, enabling synchronization to computers and TV sets. Limited computer-oriented functions often enjoyed via PC and mobile device platforms is now possible as well.

Why Windows 8 OS Platforms?

With all that handwriting on the wall, all inferring PC computing is a dying breed, why would Microsoft continue to develop a PC operating system?

Because until the entire world is comfortable with mobile computing, there will still be a place in the computing universe for devices that can rest on top of a desk, regardless of its external dimensions.

Microsoft is still finding its mobile legs, and they have much ground to cover, but MS has several more years in a PC environment to fully adapt to mobile technology, including smartphones and tablets alike.

Fossil skeleton of strange, ancient digging mammal clears up 30-year-old evolutionary debate

ScienceDaily (Aug. 27, 2012) ? Shortly after dinosaurs like Tyrannosaurus and Triceratops went extinct 65 million years ago, Earth's ancient landscapes were filled with unusual mammals only distantly related to those alive today. Until recently, one of these creatures, Ernanodon antelios, was only known from a single, highly distorted specimen that raised many questions about its habits and evolutionary relationships.

In the most recent issue of the Journal of Vertebrate Paleontology, scientists describe a second specimen of Ernanodon that sheds new light on this curious beast from the dawn of the "Age of Mammals."

The remarkable new skeleton comes from rocks in Mongolia that were deposited 57 million years ago during a period known as the Paleocene Epoch.

"Ernanodon is a unique find and represents one of the most complete skeletons ever collected from the Paleocene of the Naran Bulak locality," said Alexander Agadjanian of the Borissiak Paleontological Institute of the Russian Academy of Sciences, co-author of the study.

The first specimen was discovered by a team of Soviet paleontologists in 1979 but remained unstudied for more than thirty years. The new specimen preserves most of the arms, legs, and backbone of the badger-sized animal, including many bones that were not preserved in the first specimen. The authors of the new study made detailed comparisons among the bones of Ernanodon and those of modern mammals and concluded that Ernanodon was highly specialized for digging. It may have dug for food, for shelter, or both.

"Only a handful of Asian Paleocene mammals are known by their postcranial skeleton, which makes Ernanodon a unique source of very important information about its habits, lifestyle, and affinities," said Peter Kondrashov of A.T. Still University of Health Sciences, lead author of the study.

The strong limbs and large claws of Ernanodon, combined with its unusual, simplified teeth, have caused much confusion about its evolutionary relationships. Some scientists thought Ernanodon was an ancient relative of modern armadillos and anteaters, whereas other scientists thought Ernanodon was more closely related to a group of African and Asian ant-eating mammals known as pangolins or "scaly anteaters." The new study concludes that Ernanodon was a closer relative of pangolins than armadillos and anteaters, but that it represents a very early side branch of the pangolin family tree.

"Few other fossil mammals presented as many controversies in the scientific world as Ernanodon did and we are glad the new skeleton helped us resolve them," Kondrashov added.
