Cards' Westbrook shut down during bullpen session

Associated Press Sports

updated 10:44 a.m. ET Sept. 22, 2012

APNewsNow.

CHICAGO (AP) - St. Louis Cardinals right-hander Jake Westbrook was shut down just a few pitches into his bullpen session Saturday.

Cardinals manager Mike Matheny said it was "not a good day" for Westbrook, who will be re-evaluated Sunday.

Westbrook suffered a strained right oblique Sept. 8 and postponed his bullpen session Friday. He is 13-11 with a 3.97 ERA in 28 starts this season.

The Cardinals, who play the Chicago Cubs on Saturday, will start Lance Lynn Monday in Houston in Westbrook's slot. Jaime Garcia will pitch Tuesday, and Chris Carpenter starts Wednesday.

Carpenter made his season debut Friday and allowed two runs in five innings.

St. Louis holds the second wild card spot by 1 1-2 games over the streaking Milwaukee Brewers.

No Surprise - Most Mobile Video Delivered Through WiFi

The latest report from mobile video ad network Rhythm NewMedia suggests that 70% of videos delivered to mobile devices uses WiFi for the data streams.? That's up from last year, when about half used WiFi for mobile video access.? (The numbers are for delivery of their videos, but should reflect general use patterns).? Their most recent quarterly report also indicated that half of tablet users watched videos or clips on their tablets more than once a week; the report for the previous quarter noted that people had a strong preference for tablets over smartphones for their viewing.? Rhythm NewMedia also noted that a survey indicated that more than half of tablets are shared by 2 or more users, while smartphones are rarely shared.
? Another survey result suggested that mobile news users may be starting to regularize their news consumption - about half of those who visited a news site on their mobile devices "today" had also visited that site "yesterday".?? This suggests a certain stickiness that could evolve into habit.
? The report suggested several factors that contributed to the continued growth of mobile video use and the increased use of WiFi - the proliferation of WiFi networks, particularly in homes; the rapid adoption of tablets (primarily used at home); and a conscious shift to WiFi from wireless as wireless operators shift to capped data plans that can ring up heavy data charges for mobile video users.? In addition, there is a separate trend in terms of increasing use of online videos and video streaming - a report from Cisco projects continued growth in the share of all mobile traffic.? In 2011, video accounted for 52% of mobile data flow; Cisco predicted that video will have accounted for 58% of all mobile traffic in 2012.

Arkansas' Wilson cleared to return against Rutgers

FAYETTEVILLE, Ark. (AP) ? Tyler Wilson is back for Arkansas.

Now the question is whether the star quarterback can get the Razorbacks out of their funk.

Arkansas coach John L. Smith said Thursday that doctors cleared Wilson to return to action Saturday against Rutgers. Last season's first-team All-Southeastern Conference quarterback missed the Razorbacks' 52-0 loss to No. 1 Alabama last week with what he called a concussion.

The senior was injured late in the first half against Louisiana-Monroe the week before, a game Arkansas (1-2) lost in overtime after leading by 21 points in the third quarter.

The Razorbacks (1-2) fell from No. 8 to unranked with that loss, and their troubles continued against the Crimson Tide ? a game in which they were shut out for the first time since 1995. Wilson spoke after the game, trying to rally his teammates.

He'll have the chance to back up those words on the field against the Scarlet Knights (3-0).

"He is that energy, that vocal person that we need," Smith said. "His energy and that positiveness, it just kind of breeds and it keeps going and it spirals, and that's what we need."

Wilson, who is 30-of-47 passing with five touchdowns this season, took part in non-contact practice each day this week. He threw for 3,638 yards and 24 touchdowns last season, guiding Arkansas to an 11-2 record and Cotton Bowl win over Kansas State.

Without Wilson, the Razorbacks ? who have led the SEC in passing offense in each of the last three seasons ? were held to just 79 yards through the air. Redshirt freshman Brandon Allen and junior Brandon Mitchell combined to finish 11-of-25 passing with two interceptions.

Smith said Wilson will have no limitations against Rutgers, and that he has no hesitation about playing the quarterback.

"Tyler's Tyler," Smith said. "He's going to go out there and play his darn best, regardless."

Amanda Bynes Speaks Out: I'm Doing AMAZING!

Amanda Bynes is pretty amazing.

The actress has been charged with a DUI and two counts of hit-and-run this year, and has been displaying increasingly erratic behavior to say the least.

None of this seems to have fazed the former child star, however. Reached by People magazine yesterday, she assured them all is well. Better than well.

"I am doing amazing," she says.

Amanda Bynes Close Up

"I am retired as an actor. I am moving to New York to launch my career. I am going to do a fashion line," added Bynes, described as polite and upbeat.

"I am not talking about being arrested for DUI because I don't drink, and I don't drink and drive. It is all false." (She has pleaded not guilty in the case).

Other sources close to Amanda aren't as blasé.

"People are really concerned," a friend tells People. "She tells people she's not crazy, she doesn't party or drink. She doesn't realize she has a problem."

The star's parents have relocated from Texas to Los Angeles to be near her, according to TMZ, and not a moment too soon, given what's going on.

Last week, she was spotted driving around aimlessly and smoking out of a pipe, which she claims was just tobacco. A dubious claim to say the least.

This week, the 26-year-old appeared "a mess," according to an onlooker who saw her working out at Equinox gym in West Hollywood on Tuesday.

During a spinning class, "Amanda stopped to take her T-shirt off, revealing only a tiny, black, strapless bra - not a sports bra, a push-up bra."

Bynes then picked up her Louis Vuitton bag, "pulled out her makeup kit and started reapplying while looking at herself in the large mirror in front of her."

After doing her makeup for approximately 10 minutes, Bynes put her shirt back on, picked up her things and left. Standard operating procedure.

Amanda, whose license was suspended by the California DMV after her laundry list of driving woes, has been ordered by a judge not to drive or else.

Ofcom clears BSkyB of links to hacking scandal

LONDON (Reuters) - Ofcom gave pay-TV firm BSkyB a clean bill of health on Thursday, saying there was no evidence it was linked to a phone hacking scandal which engulfed Rupert Murdoch's News Corp, its largest shareholder.

However, Ofcom criticised Murdoch's son James for failing to investigate allegations of criminality at the group's newspapers properly, describing his failure to uncover the scale of the problem as "both difficult to comprehend and ill-judged".

The ruling by Ofcom, which has clashed repeatedly with BSkyB in the past, will lift a cloud that had long hung over the hugely successful group and will allow it to focus on the challenges of intensifying competition and growing economic pressures on its customers.

Ofcom concluded BSkyB was "fit and proper" to hold a broadcasting licence and avoided making the most serious ruling that News Corp should sell down some of its near 40 percent holding.

But it sharply criticised James Murdoch, a former chief executive and chairman of BSkyB who was in charge of News Corp's British newspaper arm when the scandal exploded last year at its now defunct News of the World. He stepped down as chairman of BSkyB in April in an attempt to protect the company's reputation from being damaged, but remains on the board.

"In our view, James Murdoch's conduct in relation to events at News Group Newspapers repeatedly fell short of the exercise of responsibility to be expected of him as CEO and chairman," it said. "To date (however), there is no evidence that Sky was directly or indirectly involved in any of the wrongdoing either admitted or alleged to have taken place at News of the World or The Sun."

APPROPRIATE OWNER

Prompted by the admission that News of the World journalists had hacked into the voicemails of celebrities, politicians and crime victims, Ofcom had examined whether News Corp was an appropriate owner of BSkyB and whether James Murdoch was an appropriate director.

The ruling brings to an end one of the many outstanding concerns for the Murdoch family.

The admission of criminality at Murdoch's powerful British newspaper arm, including the detail that staff had hacked into the voicemails of a murdered schoolgirl, sent shockwaves through the political and media establishment last year.

Under pressure for his own close ties to Murdoch's media group, Prime Minister David Cameron ordered a judge-led inquiry into press standards while some journalists at Murdoch's daily Sun tabloid are still being arrested over allegations of illegal payments to public officials.

The subsequent scrutiny of the company has meant the issue of whether the Murdochs were "fit and proper" to run a British media company had become a recurring theme, after a parliamentary committee said the scandal had shown Rupert Murdoch was not fit to run a major international company.

More than 80 people have now been arrested over allegations of phone hacking, illegal payments, computer hacking and attempts to pervert the course of justice.

Two of the most high profile to be held are Rebekah Brooks, the former head of Murdoch's British newspaper arm, and Andy Coulson, a former News of the World editor who became the spokesman for Cameron's government until he resigned.

"This was, on balance, expected but it definitely removes an overhang on the stock," Liberum analyst Ian Whittaker said of Ofcom's findings. "This wasn't seen as a huge threat to the business but ... this was seen as a risk, because Ofcom and Sky don't have a great relationship."

News Corp said it welcomed the findings but disagreed with the criticism of James Murdoch, pointing out that he had helped to make the business the most successful pay-TV group in Britain with more than 10 million customers.

The group is so lucrative that News Corp tried to buy the rest of BSkyB that it did not already own for $12 billion. It halted the bid under pressure from politicians who had once openly courted Rupert Murdoch.

"As a company, we are committed to high standards of governance and we take our regulatory obligations extremely seriously," BSkyB said.

The ruling will allow BSkyB to concentrate on its operational problems. It has won customers with popular sports events and movies, but has faced increasing competition from telecom group BT in recent months. BT has won the rights to some Premier League soccer and rugby for its own sports channel.

Recession in Britain has also made potential subscribers reluctant to sign up to monthly payments.

Shares in BSkyB were up 1 percent against a wider FTSE 100 Index which was down 0.7 percent.

After teachers strike, doubts about implications

CHICAGO (AP) ? Mayor Rahm Emanuel secured an extension of Chicago's school day and empowered principals to hire the teachers they want. Teachers were able to soften a new evaluation process and win some job protections.

As students returned to the classroom Wednesday after a seven-day teachers strike, both sides found reasons to celebrate victory. But neither the school-reform movement nor organized labor achieved the decisive breakthrough it had sought. And whether the implications extend beyond Chicago may depend on the next case having a similar cast of characters and political pressures.

Unions hoped the walkout would prove they were still relevant, and some reform groups were disappointed with the city's concessions.

At times, the contract talks seemed overshadowed by personalities, with the mayor and union leaders occasionally trading insults and questioning each other's motives.

Still, everyone involved in the dispute emerged with an achievement to trumpet: Teachers said the strike sparked an important national conversation about school reform. Union activists said it helped inspire public employee unions that have been losing ground. Emanuel declared it a boon for students trapped in failing schools.

The president of the American Federation of Teachers said the strike showed that teachers want a voice in improving schools rather than shouldering the blame for those that are failing.

"The bottom line is ... you had teachers standing up for what they need to teach and what students need to learn," Randi Weingarten said, citing concerns about school closings, standardized tests and a lack of classroom resources that are common across the U.S.

But in lots of places, the circumstances that led to Chicago's walkout don't apply. For one thing, many states forbid strikes by teachers and other public-employee unions. Some teachers unions and school districts have been able to work collaboratively to achieve changes, in sharp contrast to the clash in Chicago, a union-built town where organized labor still wields considerable power but new mayor is seeking more control over education.

"I think a lot of what went on to a certain extent is peculiar to Chicago," said Martin Malin, director of the Institute for Law and the Workplace at the Kent College of Law in Chicago.

Thomas Hatch, a professor at Columbia University's Teachers College, said the strike focused attention on teacher evaluations and fears of closing neighborhood schools. But he agreed that some factors, such as the combative personalities, are unlikely to affect other districts.

A report that characterized the relationship between the teachers union and Emanuel as "toxic" was on point, Malin said. Now that a deal has been reached, the challenge for both parties "is to seize that and work on rally transforming the relationship."

Meanwhile, Chicago children returned to school Wednesday, a day after union delegates voted overwhelmingly to end the strike, which idled 350,000 students. The proposed contract will now be put to a vote of the full membership of more than 26,000 teachers and support staffers.

Iquasai Carpenter, a home health care worker with two children in elementary school, said her kids did homework packets at home during the strike.

"They missed school. They missed their teachers. They missed their friends," she said as she dropped them off for class.

She sympathized with teachers and said they deserved pay raises. She didn't like the idea of the new evaluations that take student test scores into account, but she was glad the union negotiated down what percentage would be factored in. If students don't progress, she said, it isn't always the teachers' fault.

Reform advocates were not all impressed with the deal Emanuel agreed to.

B. Jason Brooks, director of research at the Foundation for Education Reform and Accountability, said Emanuel did not win much reform "and unions clearly came out the winners."

Other states, he said, base up to 50 percent of a teacher's evaluation on student performance, while Chicago's evaluation is limited to 30 percent, the same amount set in state law. He believes a provision allowing teachers whose schools close to follow students to the receiving schools was a bad idea.

"I don't really feel like this moves the needle in a significant way," he said, saying the union chose to strike ? and Emanuel to settle quickly ? because President Barack Obama, a Chicagoan and Democrat, is counting on union support to win re-election.

Brooks said unions nationally "were looking for something to claim as a victory, and I think this gives them what they looking for," he said. "But as the country looked at this, it might have reinforced the notion that unions are standing in the way of turning around the lowest-performing schools."

The nation's last big-city teachers strike happened in Detroit in 2006. Chicago teachers had not walked out since 1987.

"It's been a really long time since a major urban district went on strike," said Christine Campbell, a policy director at the University of Washington's Center on Reinventing Public Education.

As for unions, "It certainly gave them attention and power that two weeks ago people weren't really considering."

She said the improvements will make the mayor look good in the long run and demonstrated that unions still matter.

She wasn't sure that such a strike could be replicated in other cities, something she attributed to the local figures involved.

"The personalities are spiciest in Chicago right now," she said.

Robin Roberts Sends Hospital Message of Hope, Gratitude

Robin Roberts is in the hospital as we type this.

She is about to undergo a bone marrow transplant that will keep her off the Good Morning America air for weeks and cause her great physical distress.

But the role model of an anchor still found time to send a message of hope and gratitude to her fans, filmed from her hospital bed in New York City.

Robin Roberts Hospital Pic

"This journey is as much about the mind as it is the body. Your thoughts... are so powerful," Roberts says in the video, which you can watch at Good Morning America's Yahoo! page. "You’ve got to change the way you think in order to change the way you feel. And let me just say this lastly, I feel the love and I thank you for it. Thank you."

Roberts' physician, Dr. Gail Roboz, appeared today on GMA and said of his famous patient: "Medically speaking, she is doing fantastic."

We're so glad to hear it. And we continue to send our very best wishes to Roberts and her loved ones.

US identifies 117 Iranian aircraft it says are involved in arming Syria's Assad regime

WASHINGTON - The Obama administration has identified 117 Iranian aircraft it says are ferrying weapons to Syrian President Bashar Assad's regime.

The Treasury Department says the planes operated by Iran Air, Mahan Air and Yas Air are delivering weapons and Iranian forces under the cover of "humanitarian" shipments.

The airlines are already subject to U.S. sanctions: Americans cannot do business with them and any assets they have in the U.S. are frozen.

But it is now listing planes individually, partly to pressure Iraq to crack down on Iranian weapons shipments to Syria via Iraqi airspace.

Washington also set sanctions Wednesday on a Syrian army bureau, the director of a Syrian military research centre and a Belarusian arms exporter for their roles in weapons of mass destruction proliferation.
