Price of gasoline holds steady at $3.61 a gallon

The average price of gasoline in the United States held steady in the past two weeks, mirroring stability in crude oil prices, the nationwide Lundberg Survey showed.

The national average price for a gallon of regular gasoline was flat at $3.61 as of Aug. 26, the survey of about 2,500 gasoline stations in the continental United States found.

Tucson, Arizona had the lowest average price for regular gasoline at $3.26, while Chicago had the highest at $4.02.

Hurricane Irene forced millions of Americans to stay home this weekend, and that lower demand will likely put some downward pressure on prices of the motor fuel, said Trilby Lundberg, the survey's editor.

Attorney General Paula T. Dow and the New Jersey Division of Consumer Affairs today warned gasoline retailers, grocers, and other merchants that price gouging is prohibited during the State of Emergency declared in advance of Hurricane Irene.

The law makes it illegal to sell merchandise at excessive price increases during a State of Emergency or within 30 days of the termination of the State of Emergency.

The law deems price increases excessive if they are more than 10 percent higher than the price at which a good or service was sold in the usual course of business prior to the State of Emergency; or, if additional costs are imposed by suppliers or certain logistical concerns during the State of Emergency, the increase is more than 10 percent of the amount of markup from cost, compared with the markup ordinarily applied.

Violations are punishable by civil penalties of up to $10,000 for the first offense and $20,000 for the second and subsequent offenses. Each individual sale of merchandise is considered a separate and distinct event.

I hope anyone who got taken by the folks at Best Buy will report the violation.

Kelly Thomas Death: Can The Fullerton Police Department Shield Officers Involved?

SANTA ANA, Calif. ? Southern California authorities' decision to withhold the names of police officers involved in a violent confrontation with a mentally ill man has raised questions about transparency.

Kelly Thomas, who was homeless and suffered from schizophrenia, died July 10 after a confrontation with Fullerton police.

Experts said Friday the law is murky on whether officers' names should be disclosed and every department handles things differently.

A number of lawsuits dealing with similar issues are in court right now around California.

None of the Fullerton officers have been arrested and no charges have been filed against them.

Ken Julian, a former federal prosecutor, says names of suspects are generally not made public until charges are filed.

Now is a good time to build. With business in the construction industry down about 40 percent over the last two years ? both nationally and in Virginia?general contractors are willing to negotiate on price, and manpower is readily available. That was one of the themes under discussion Thursday at the Virginia Beach Convention Center where more than 1,000 people gathered for the Megavention, one of the largest design, construction, real estate conferences in the mid-Atlantic.

This year?s convention not only drew a large crowd; there was mega security. As conference goers arrived, roads leading to the center were blocked by police cars.? Mounted police on horses patrolled the area, and people had to pass through metal detectors to get into the building. The reason for all the security was a memorial service being held at the other end of the center for 30 service members that drew nearly 5,000 people,? including Gov. Bob McDonnell. Among those being remembered were many of the locally based Navy Seals who were killed when the Taliban shot down their helicopter in Afghanistan on Aug. 6.

With hurricane Irene expected to bear down on the Hampton Roads area by Saturday, conference co-chair Ellen Sanders put things in perspective when she said during opening remarks, ?This is not what we originally planned. When I stepped out of my car this morning and saw everything, I became emotional. All my stress about the conference is insignificant compared to what is going on around us.?

Among the many exhibitors was Stanley E. Binsted, president of R. E. Lee & Son, Inc. a general contractor in Charlottesville. Binsted said his company has cut its workforce by about 30 to 40 percent, and doesn?t expect a huge spurt of business in the next two years. But it has managed to hang on, doing primarily commercial construction and jobs for the University of Virginia. In these tough times, he says R. E. Lee has negotiated as much as a 5 percent discount on prices. ?It?s a good value,? he said. ?We do a lot of private, negotiated work.?

Steven C. Vermillion, CEO of the Associated General Contractors of Virginia, one of the convention sponsors, said construction employment in Va. is down about 30 percent from two years ago, dropping from 265,000 to 180,000 workers.? ?It?s tough now. The federal government is ending stimulus programs, and the work for BRAC (Base Realignment and Closure, an acronym referring to the country?s military realignment initiative) is winding down. We keep telling the feds and the state that this is a great time to build in terms of pricing and manpower,? he said.? One thing that would help put the construction industry back to work is a focus on rebuilding infrastructure, said Vermillion. ?I?m not just talking roads. This includes water treatment plants, schools.? Drive around elementary schools and see how many trailers are parked outside.?

Political leaders, including U.S. Sen. Mark Warner, D-Va.,are starting to talk about a government-backed investment bank to fund infrastructure projects.?
While things have been tough for the construction industry during a down economy, conference keynote speaker, state Sen. Jeffrey L. McWaters, R-Virginia Beach, the former CEO of Virginia Beach-based Amerigroup,? told people to take advantage of the gift of time when things aren?t so busy. ?Reassess your strengths. Focus on costs and customer relationships. Spend time with your family.? McWaters filled in for Gov. McDonnell, the scheduled speaker, who attended the military memorial service along with McWaters and other dignitaries.

?Chib assured that positive steps shall be taken to overcome these issues. He said that Government Polytechnic College shall have an independent principal in a shortest time. However, he said that department of Youth Services & Sports shall come forward to provide adequate Archery equipments so that the existing potential in all the 9 blocks could be exploited fully.

Slain grad's roommates suspected professor in killing

In the immediate aftermath of a brutal killing on their porch, the roommates of a slain Idaho graduate student told a 911 operator that they could think of only one person who could have fired the fatal shots ? a college professor their friend had recently dated.

Meghan Walker-Smith and Emma Gregory were heard on the 911 recording released Thursday telling a dispatcher that Katy Benoit had dated a University of Idaho professor, Ernesto A. Bustamante, who had just been asked to leave the school. When the 911 dispatcher asked the two, who could both be heard speaking on the call, whether Bustamante had been asked to leave the university because of Benoit, one roommate replied: "Yeah."

"He just got asked to leave the university that's why I'm assuming this would happen," she said.

Bustamante, 31, committed suicide in a hotel room after shooting Benoit, 22, with multiple times outside her Moscow home late Monday, according to police.

Roommates found Benoit on porch
Benoit's roommates told police they had been baking cookies that night when she stepped outside for a cigarette and about two minutes later, they heard gunfire. During the 911 call, the roommates told the dispatcher they fled the home after finding Benoit on the porch covered in blood.

The 911 dispatcher asked whether the women knew anyone who would want to shoot Benoit, one roommate named Bustamante. "That's the only person I know of," she said.

A neighbor, Lorne Hetsler, later told police he also heard the shots and saw a man, whom authorities later identified as Bustamante, leaving the home in a dark trench coat and hat.

Court documents released earlier this week offered details into the relationship between Bustamante and Benoit, including violent encounters described by friends and roommates.

Benoit's roommates told police her romance with Bustamante ended in March and after the breakup, Benoit had said Bustamante pointed a handgun at her on multiple occasions and at one point had put a gun in her mouth, according to a police affidavit.

Benoit's roommates told police she filed a complaint with the university in June and Bustamante was either fired or forced to resign as a result.

Benoit's family issued a statement Wednesday after the release of court documents. The family called on the university to disclose how it responded to the complaint against a professor who sometimes referred to himself as "the beast" and, police say, eventually killed Benoit after their romance ended.

The university confirmed Bustamante resigned effective last Friday, but has declined to comment on employment, the existence of a relationship between him and a student, or any actions that were taken with respect to Bustamante and Benoit, citing public records laws and school policies.

Sour relationship
Benoit's family said she had become increasingly alarmed about Bustamante's behavior and had taken steps to get away from the man after their relationship soured. Benoit's roommates told police they had also been concerned for her well-being because Bustamante had weapons and multiple personalities.

Rowdy J. Hope identified himself as a close friend of Bustamante and confirmed the former professor "had multiple handguns and multiple personality disorders to include one Bustamante calls a 'psychopathic killer' and another Bustamante calls 'the beast,' " according to the police affidavit.

The university hired Bustamante in 2007 and he was an assistant professor in the Department of Psychology and Communication. Benoit earned her undergraduate degree from the university in 2010 and had just started her graduate studies in the psychology department.

University of Idaho Dean of Students Bruce Pitman said Thursday he had recently spoken with the family to discuss a campus memorial service and to find out whether there were any students who were particularly close to Benoit and should be counseled in the aftermath of her death.

Classes on the northern Idaho campus started Monday.

"I think that in general, the news is shocking, the nature of the incident is very disconcerting for many people," Pitman said. "Moscow is a very safe place; it's also a quiet place. When an incident like this happens it shakes your fundament understanding of the place you call home.

Asian struggles to shed off-field malaise

SEOUL, South Korea (AP) -The motto of the Asian Football Confederation is 'The Future is Asia', yet a series of recent controversies indicate the game seems unable to shake off its unhappy history of corruption, bribery and political interference across the continent.

Asian football may be making great strides in some areas - luring top quality players - but the problems off the pitch remain as a brake on development, with Syria's expulsion from the 2014 World Cup qualifiers being yet another example.

In its second-round win over Tajikistan in July, Syria selected George Mourad despite the fact that the player had represented Sweden earlier in his career and was therefore ineligible.

The Syrian Football Association queried the decision and said FIFA's ban was politically motivated - a charge that is a common and often legitimate refrain in the Middle East nations.

Political interference is endemic on multiple levels, according to James Dorsey, a senior fellow at Nanyang Technological University's S. Rajaratnam School of International Studies and the author of the blog, The Turbulent World of Middle East Soccer.

"Soccer in West Asia, a region dominated by autocratic regimes, constitutes both an image booster and a threat to governments," Dorsey told The Associated Press. "As a result, political interference is part of the game. Across the region countries like Saudi Arabia and Qatar witness a rapid turnover of coaches and trainers because they approach them as a zero-sum game.

"Ironically, Syria - prior to the eruption of this year's anti-government protest - had actually witnessed a degree of improved professionalism. But with professional matches suspended because of the protests and a brutal government crackdown, embattled president Bashar al Assad has regained a degree of control."

In recent years, FIFA has suspended the federations of Kuwait, Iran, Yemen and Iraq for political interference in their national football bodies.

Bahrain ran the risk of receiving a similar sentence earlier this year, after established internationals Sayed Mohamed Adnan, Alaa and Mohammed Hubail were imprisoned in April, accused of taking part in anti-government demonstrations.

While they have since been released, charges have not been dropped and they will not play in the third-round qualifier against Qatar beginning on Sept. 2.

It is not just the national bodies that are in political turmoil. Even the AFC itself is without a president after Mohammed bin Hammam was banned from all football activities for life in July by FIFA's Ethics Committee after being found guilty of vote buying during his failed bid to replace FIFA president Sepp Blatter.

The AFC has left the presidency open pending the outcome of bin Hammam's appeals - leaving Asia's peak body leaderless at a time it is being urged to make reforms to promote the game.

West Asia has struggled at times with incompetence and interference, and Southeast Asia has had its own issues.

This year alone, elections to choose the head of the federations in Thailand and Indonesia were suspended amid political infighting. Long-term head of the Indonesian FA Nurdin Halid, jailed for corruption during his leadership, was finally prevented from running for a third term.

In June, Djohar Arifin Husin was elected and two days into the new regime, and just a week before the start of qualification for the 2014 World Cup, national team coach Alfred Riedl was fired. The former Austrian coach was told that his contract was invalid. "I have since had no contact with the new federation," said Riedl, who believes he is a victim of the political rivalries between Nurdin and his enemies. "I have still not been paid and I have sent all the details to FIFA."

Corruption is a long-standing problem in the region. According to Steve Darby, an English coach with experience in Malaysia, Thailand and Singapore, a more professional outlook would help.

"There have been recent arrests in Malaysia but the problem is deep-rooted," said Darby. "The basic first step is to pay on time and in full, as debt, especially in poorer countries, is a major contributor to match-fixing."

Former English Premier League defender Zesh Rehman plays for Thailand champion Muang Thong United and believes that Southeast Asian football is getting its act together.

"There is always room for improvement," Rehman told AP. "But the level of professionalism at Muang Thong is very good. Our club is the benchmark for others in terms of fan base, marketing, and the club in general as a brand. Countries like Japan and Korea are what Thailand, Singapore, Vietnam and Malaysia should be aspiring to emulate, it's starting to happen."

South Korea's not exempt from off-field strife. The K-League, Asia's oldest and most successful national league in terms of continental titles, this week imposed a lifetime ban on 40 footballers for their alleged involvement in a match-fixing. The ban from appearing in games and assuming any official football-related jobs follows a similar punishment handed to 10 players in June. Seven indicted footballers-turned-gambling brokers have also been banned.

Authorities are drawing up plans for a revised league with much stricter operating criteria for clubs to meet from 2013.

Despite the problems around Asia, the general direction of the continent is forward.

James Montague, author of When Friday Comes, a book about football and politics in the Middle East, believes that Syria didn't do its homework with Mourad but is optimistic about the future.

"The professionalism of the players in the region is actually pretty good when you look at what they have to put up with: war, political interference, ineptitude within federations, corruption and poverty. When you look at somewhere like Palestine, where in three years they have built a professional league, started a women's league and built their first home stadium, there is proof that it is going in the right direction."
