(AP) ? A shooting on a street corner a few blocks off the route of the annual West Indian Day Parade, scarred by violence at least twice in the last several years, left two police officers wounded and three people dead Monday, Mayor Michael Bloomberg said.

An officer was hit Monday night by bullet fragments in his left arm and chest and was hospitalized but was expected to survive. Another officer was grazed by a bullet.

At least three other people were hit in the shooting, which started after the parade as an exchange between two armed men, police said. Officers who had been assigned to parade duties arrived at the scene, were fired upon and returned fire, police said. Both gunmen were killed, as was a bystander, they said.

The bystander, 56-year-old Denise Gay, was killed by a gunman's bullet while sitting on a stoop two doors down, with her daughter next to her, said Bloomberg, who called her death "a senseless murder" and blamed it on the scourge of illegal guns.

"It is a matter of life and death," he said, "and in this case the death was an innocent New Yorker."

He said the gunman who killed Gay had an extensive criminal history.

Witnesses said the shooting went on for at least 30 seconds. Area resident Thomas Kaminsky said it sounded like machine-gun fire outside his building.

The gunshots rang out in the Crown Heights neighborhood of Brooklyn after the parade, which was marred by fatal shootings in 2003 and 2005. Post-parade parties are common, but police wouldn't say if the fatal shooting was related to them.

Earlier Monday, revelers had filled the streets in colorful costumes during the parade, but gun violence shocked the festivities to a stop in spots. Police said four people were shot and wounded during the parade along its route and a 15-year-old boy was grazed by a bullet nearby.

Police helicopters hovered overhead Monday during the parade, and officers on scooters and on foot patrolled the surrounding blocks.

The upcoming 10th anniversary of the Sept. 11 terror attacks plus a spate of holiday weekend violence have put the city "on heightened alert," police Commissioner Raymond Kelly said before the parade stepped off.

"We're doing a lot of things both seen and unseen," the commissioner said.

During the parade, a City Council member was detained after getting into a confrontation with police.

Councilman Jumaane Williams, of Brooklyn, said he was put in handcuffs by officers after marching along the parade's parkway route. He called his detention "an easily avoidable incident."

Williams had been given permission by a police official to walk along a blocked-off street but was then stopped by other officers, his spokesman Stefan Ringel said. He was held for about 30 minutes before being released, and no charges were filed.

Williams was with an aide for Public Advocate Bill de Blasio. The aide, Kirsten John Foy, also was handcuffed and detained, Williams said.

A video of their detention, distributed by the public advocate's office, shows Foy being thrown to the ground as he's taken into custody along the parade route.

Police said Williams and Foy were stopped from entering a frozen zone near the Brooklyn Museum, where a crowd formed and someone punched a police captain. They said Williams and Foy, who were handcuffed, were taken across the street and detained until their identities were established and then were released.

They said the police commissioner met with Williams and Foy and ordered an investigation into the matter.

Bloodshed over the weekend included a Sunday shooting in the Bronx in which eight people, including children, were wounded. Four other people were shot, one fatally, in the East Flatbush section of Brooklyn early Monday.

Kelly said some of the shootings were associated with the West Indian Day festivities.

"Frankly," he said, "this is something that does happen at this parade."

Bloomberg said the problem is "too many guns on the streets of this city."

He said New York has some of the toughest gun laws in the country, "but because it's so easy to buy guns in other states and just drive them in and sell them in the back of your car ... we've got to do something about it. This just can't go on."

Before the violence Monday, the parade thundered down a Brooklyn thoroughfare with its usual colorful, musical energy.

The annual Labor Day parade celebrates the culture of the Caribbean islands and is one of the city's largest outdoors events. Modeled on traditional Carnival festivities, it features dancers wearing enormous feathered costumes, music and plenty of food.

"This parade is fabulous!" said Arnold Caballero, who was manning a huge barbecue on a sidewalk. "There are people of all countries, and you meet friends you haven't seen for years."

The 52-year-old Trinidad native estimated that by day's end he would sell about 500 pounds of jerk and curry chicken, beef and pork from the stand he's run for a decade with two friends.

Caballero's friend Agnes Cherryl Phillips, a 55-year-old native of Grenada, added: "This is the most excellent parade you can ever have, with music and loved ones who come from all over America, from Miami to Canada."

High-spirited spectators behind police barricades joined in with impromptu dancing as music pounded from massive loudspeakers aboard floats rumbling through the Crown Heights neighborhood, which also is home to the world headquarters of the Lubavitch Orthodox Jewish community.

Some sat on their porches watching people waving the bright flags of their native islands and enjoying Caribbean delicacies sold by vendors whose barbecues released delicious-smelling smoke into the late summer air.

Antonneal Waldron, 3, was resting on a bench with her parents and 5-month-old brother after strolling the parade route. She summed up the experience in a few words: "Walk, walk, walk! Color, color, color!"

Her mother, Jennifer Woldron, completed the picture, saying, "It's an American event that represents people of many nations: food, flags, islands, music."

Gov. Andrew Cuomo stopped by a pre-parade breakfast before heading to upstate communities where residents are still cleaning up from Tropical Storm Irene.

"Thank you for sharing your culture, your language, your music, your food, your diversity," he told organizers.

The governor said he would take buckets of jerk chicken to Irene victims.

As the parade wound down on Eastern Parkway, 14-year-old Alexcia Gordon stood smiling by her stand of hand-crocheted earrings ? almost a foot long, in all colors, selling for $10 a pair.

"I already sold 27 pairs yesterday, so I had to go home and make some more last night," said the beaming teenager, decked out in the finery she creates.

Israeli army, settlers brace for West Bank unrest

(AP) ? Israeli forces are seeking to prevent bloodshed when Palestinians march in support of a statehood drive this month, but they are preparing for worst-case scenarios, even authorizing West Bank settlers to shoot at Palestinians who approach their communities.

Palestinians say the rallies will be peaceful ? a view shared by Israel's own security assessments ? and will steer clear of any settlements. Yet, the combustible atmosphere and the long and deadly history of Israeli-Palestinian violence are raising the specter that events might spin out of control.

For the Palestinians, the mass marches are intended to boost their campaign to get the U.N. to recognize an independent state, a strategy they are trying because negotiations aimed at bringing about a state through a peace deal with Israel have been stalled for two years.

Settlers living on land the Palestinians want for their future state have long been targets for militant attacks; likewise, some settlers have attacked Palestinian civilians. The fear among settlers now is that even unarmed crowds ? if large enough ? could overrun their communities.

Ilan Paz, a retired Israeli general who served in the West Bank for a decade, said a scenario with hundreds of casualties was not unthinkable.

"You can't know how this sort of protest will end," Paz said. "All sorts of local incidents can lead to injuries, and this can cause a deterioration in the situation."

Israel's army is training soldiers used to battling gunmen in non-lethal riot control tactics and inviting settlers to watch the drills at a military camp in a rural part of central Israel.

The mass demonstrations are set for around the time of the Sept. 13-22 United Nations General Assembly session, where the Palestinians hope to be granted official endorsement as a state. Some doubt the rallies will take place at all, however, and several Palestinian activist groups say they will not take part, believing the effort would achieve little.

Preparations undertaken by police are expected to cost Israel about $20 million, according to a senior police officer. Purchases include 16 long-range tear gas launchers, 15 trained Belgian horses to bolster the police's mounted forces, and a weeklong riot training course for a quarter of the nation's 28,000 police officers, he said.

Police expect Israeli-controlled east Jerusalem, home to 250,000 Palestinians, to be a flash point, he added. He spoke on condition of anonymity because of the sensitive nature of the precautions.

Security forces are stockpiling tear gas, stun grenades, water cannons and other non-lethal weapons. At a military camp about an hour's drive from Israel's metropolitan center in Tel Aviv, troops are practicing civilian crowd control.

But in the West Bank, some settlers say they do not fully trust the army to handle any unrest.

The army "doesn't always know how to deal with this sort of event," said Avraham Binyamin, a spokesman for Yitzhar, a settlement considered extreme even by many settlers.

Palestinians marching toward settlements are a threat even if they are not carrying firearms, he said: "You can kill with a rock or a knife, and you can burn with a match."

There are 300,000 Israeli settlers in the West Bank, living among around 2.5 million Palestinians. Settlements are typically guarded by soldiers and by teams of local residents armed by the military. In addition, many settlers carry private firearms, and clashes between settlers and Palestinians are common.

The Palestinian Authority, the Western-backed government that has partial authority in the West Bank, has released a schedule of planned September protests slated to be held in city centers and villages. The list includes no planned marches toward settlements.

Saeb Erekat, the chief Palestinian negotiator, said fears of Palestinian violence were "absolutely unfounded."

"The real fear of the settlers and (Prime Minister Benjamin) Netanyahu is that they know that once Palestine is admitted as a member of the U.N., their days of occupation and settlements are numbered," he said.

In coordination with the military, each Israeli settlement has identified a "response line" around its perimeter, said Shlomo Vaknin, security officer for a settler umbrella group known as the Yesha Council. Should Palestinians cross that line, the military will shoot at marchers' feet or in the air. If soldiers are not on hand, responsibility to react will fall on the settlements' civilian guards, Vaknin said.

In response, the Association for Civil Rights in Israel sent a complaint last week to the military's advocate general claiming the settler training amounts to inciting vigilante violence against unarmed civilians exercising their right to protest. The army did not immediately comment on the complaint.

Mike Guzafsky, 47, a settler who trains guard and attack dogs for settlements, noted that the army appeared to have been caught by surprise last month when militants crossed the Egypt-Israel border and ambushed vehicles in southern Israel, killing eight people. He said he got 100 requests for dogs ahead of September, far above the usual.

"What happens," he said, speaking at the West Bank settlement of Elazar, if the army "is once again caught off guard when 500 hostile Arabs are trying to penetrate a settlement with knives and guns?"

Michael Ben-Ari, an Israeli lawmaker associated with the extremist fringe of the settlement movement, issued a pamphlet to settler leaders encouraging settlers to match every unarmed Palestinian march with an Israeli one.

"No more soldiers and border police against groups of Arab children and women. Instead, children versus children, youth versus youth, and women versus women ? this is how we will destroy the September effect," he wrote.

Other settlers denied they were readying for a fight.

"The atmosphere is business as usual," said Danny Dayan, chairman of the Yesha Council. "We believe the army and police will take the necessary measures."

N.C. tobacco and cotton crops pummeled by Irene

Before Hurricane Irene smacked his tender tobacco plants sideways, David Parker was headed for a terrific crop, maybe his best in 32 years of farming.

Now, as Parker rushes to save a few acres of shredded leaves before they rot on the dying stalks, the math looks different.

"I've never had a year I didn't make money farming, but I think this will be the one that gets us there," he said last week, driving up a dirt road between a beaten-down cotton field and a 17-acre patch of dejected-looking tobacco.

The green-gold tobacco leaves ? which normally this time of year would be spread wide, waiting to be plucked, dried at a careful pace and taken to market ? were hanging straight down, shriveled, with the stalks leaning the way that the wind had pushed them.

That's what this agricultural disaster looks like: wilted leaves, angled stalks, a tangle of cotton plants with fat bolls that had looked unusually promising but now might not open. Subtle stuff to everyone but the hundreds of farmers who, like Brown, now face what may be their worst losses ever.

"That's not vacation cottages. It's these people's whole way of making a living, and the impact will spread throughout all the people and businesses that rely on farmers," said Graham Boyd, executive vice president of the Tobacco Growers Assn. of North Carolina. "It's a tragedy, just terrible, terrible stuff."

State and federal officials say it will be weeks before the full extent of the farm losses are known, but the effect on tobacco, which is grown in much of the area where the storm punched hardest, is extensive.

"Most of the counties I cover, pretty much any tobacco still in the field is going to be close to a 100% loss," said Dianne Farrer, a regional agronomist for the state.

"I've talked to several growers, and they're just disheartened," she said. "If it's leaned over or knocked over, they can't harvest mechanically, and if they don't get in and harvest what's left by hand, by the end of the week it will be lost."

Many cotton growers ? often farmers who are also growing tobacco ? could also take big hits. But it will take a while for them to be able to tell how badly the plants were damaged, unlike the tobacco that's knocked over and tattered, Farrer said.

Farmers can get federally backed crop insurance, and many were covered for losses of 70% or 75% of their harvest last year, Boyd said. Most, though, expected a bigger crop at better prices this year, so the gap between real losses and the insurance payments could be huge.

It's designed as a safety net to help farmers pay the bills they piled up planting a year's crops, not cover their expected profits, he said.

Farm crews usually make about four harvest-time passes through tobacco fields. First, they take the lowest leaves, which ripen first, then work their way up as the leaves turn gold, taking a few leaves with each round. The later rounds are the most valuable.

This year, drought had slowed the harvest. When the storm hit, many ? including Parker ? had done only one full round and part of the second. The real money was left vulnerable on the stalks.

Some of Parker's friends were calling around, sharing what they had heard from their insurance adjusters. Parker's told him to send his crew into the fields to straighten up the stalks and pack the soil down around their roots so they will stay upright and recover.

That works if plants are pushed over by an early-season storm while they're still growing. But it's a waste of time and labor this late in the season, Boyd said.

"That's throwing good money after bad," he said. "And if they order them to go out and harvest this stuff, a lot of it is going to be such poor quality they won't get anything for it anyway."
