(AP) ? James Wilder Jr. ran two touchdowns as No. 13 Florida State held off Georgia Tech 21-15 Saturday night to capture its first Atlantic Coast Conference champions since 2005 earn a trip to the Orange Bowl.

It was Florida State's 13th ACC title.

The heavily favored Seminoles (11-2) built a 21-6 lead at the half and held on to win, helping to erase some of the sting from last week's 37-26 loss to their bitter rival, No. 4 Florida.

Despite its record, Georgia Tech (6-7) is bowl eligible after receiving a waiver from the NCAA on Thursday.

It looked like Georgia Tech, a two-touchdown underdog, might get blown out, but the game wasn't decided until Karlos Williams intercepted Tevin Washington with less than a minute remaining.

The Yellow Jackets slowed down the Seminoles in the second half and forced two turnovers by quarterback EJ Manuel to get back in the game.

Japan inspecting tunnels after deadly collapse

TOKYO (AP) ? Japanese officials ordered the immediate inspection of tunnels across the country Monday after nine people were killed when concrete ceiling slabs fell from the roof of a highway tunnel onto moving vehicles below.

Those killed in Sunday's accident were traveling in three vehicles in the 4.7-kilometer (3-mile) long Sasago Tunnel about 80 kilometers (50 miles) west of Tokyo. The tunnel, on a highway that links the capital to central Japan, opened in 1977 and is one of many in the mountainous country.

The transport ministry ordered that inspections be carried out immediately on 49 other tunnels around the country that are either on highways or roads managed by the central government and of similar construction.

Police and the highway operator Central Japan Expressway Co. were investigating why the concrete slabs in the Sasago Tunnel collapsed. An inspection of the tunnel's roof in September found nothing amiss, according to Satoshi Noguchi, a company official.

An estimated 270 concrete slabs, each weighing 1.4 metric tons (1.54 short tons), suspended from the arched roof of the tunnel fell over a stretch of about 110 meters (120 yards), Noguchi said.

The operator was exploring the possibility that bolts holding a metal piece suspending the panels above the road had become aged, he said. The panels, measuring about 5 meters (16 feet) by 1.2 meters (4 feet), and 8 centimeters (3 inches) thick, were installed when the tunnel was constructed in 1977.

Company President and CEO Takekazu Kaneko said that the company was inspecting other tunnels of similar structure, including a parallel tunnel for traffic going in the opposite direction. Both sections of the highway were shut down indefinitely.

Recovery work at the tunnel was suspended Monday while the roof was being reinforced to prevent more collapses, said Jun Goto, an official at the Fire and Disaster Management Agency

Yoshihiro Seto, an officer with the Yamanashi prefectural police, said they can't rule out that there are more bodies or survivors in the tunnel, but the possibility is low. Goto said they hope to resume recovery work on Tuesday.

Two people suffered injuries in the collapse.

Alzheimer's disease in mice alleviated: Promising therapeutic approach for humans

ScienceDaily (Nov. 25, 2012) ? Pathological changes typical of Alzheimer's disease were significantly reduced in mice by blockade of an immune system transmitter. A research team from Charit? -- Universit?tsmedizin Berlin and the University of Zurich has just published a new therapeutic approach in fighting Alzheimer's disease in the current issue of Nature Medicine. This approach promises potential in prevention, as well as in cases where the disease has already set in.

Alzheimer's disease is one of the most common causes of dementia. In Germany and Switzerland alone, around 1.5 million people are affected, and forecasts predict a doubling of the number of patients worldwide within the next 20 years. The accumulation of particular abnormal proteins, including amyloid-? (A?) among others, in patients' brains plays a central role in this disease. Prof. Frank Heppner from the Department of Neuropathology at Charit? and his colleague Prof. Burkhard Becher from the Institute for Experimental Immunology at the University of Zurich were able to show that turning off particular cytokines (immune system signal transmitters) reduced the Alzheimer's typical amyloid-? deposits in mice with the disease. As a result, the strongest effects were demonstrated after reducing amyloid-? by approximately 65 percent, when the immune molecule p40 was affected, which is a component of the cytokines interleukin (IL)-12 and -23.

Relevant for human therapy

Follow-up experiments also relevant for humans showed that substantial improvements in behavioral testing resulted when mice were given the antibody blocking the immune molecule p40. This effect was also achieved when the mice were already showing symptoms of the disease. Based on the current study by Prof. Heppner's and Prof. Becher's team, the level of p40 molecules is higher in Alzheimer's patients' brain fluid, which is in agreement with a recently published study by American colleagues demonstrating increased p40 levels in blood plasma of subjects with Alzheimer's disease, thus showing obvious relevance for human therapy.

The significance of the immune system in Alzheimer's research is the focus of current efforts. Prof. Heppner and Prof. Becher suspect that cytokines IL-12 and IL-23 themselves are not causative in the pathology, and that the mechanism of the immune molecule p40 in Alzheimer's requires additional clarification. However, they are convinced that the results of their six-years of research work justify the step toward clinical studies in humans, for which they plan to collaborate with a suitable industrial partner.

IIn the context of other illnesses, such as psoriasis, a medication that suppresses p40 in humans has already been applied. "Based on the safety data in patients," comment Profs. Heppner and Becher, "clinical studies could now be implemented without delay. Now, the goal is to bring the new therapeutic approach to Alzheimer patients quickly."

WASHINGTON (AP) ? A Republican senator says "it's fair to ask my party to put revenue on the table" as part of the solution to avoid the looming automatic tax increases and across-the-board spending cuts known as the "fiscal cliff."

South Carolina's Lindsey Graham says he's "willing to generate revenue" by steps such as capping tax deductions, which he says would most affect upper-income Americans. But he says he won't agree to higher taxes ? a position shared by most Republicans in Congress.

President Barack Obama wants to let tax rates rise for wealthy families while sparing middle- and low-income taxpayers.

Graham tells ABC's "This Week" that "for the good of the country," he's ready to violate an anti-tax pledge followed by most Republicans if Democrats agree to big changes in entitlement programs.

Doctors' Group Advocates Over-the-Counter Birth Control Pills

The American College of Obstetricians and Gynecologists (ACOG) published an opinion piece on Tuesday that advocated making birth control pills available without a prescription. The piece, which was published in the December issue of the journal Obstetrics and Gynecology, went on to assert that doing so would ultimately likely result in a reduced number of unplanned pregnancies nationwide.

As a report by CNN noted on Wednesday, the idea of making birth control pills available without a prescription has been debated off and on since at least the 1990s. Doctors have long asserted that doing so will ultimately save billions of dollars associated with the costs of unplanned pregnancies, while at the same time posing no increased health risks to women.

Here is some of the key information that has surfaced regarding the ACOG's recommendations on Tuesday and the ensuing debate.

* According to HealthDay News, the ACOG's recommendation was partially based on the fact that approximately half of the pregnancies in the U.S. each year are unplanned.

* Also cited was the belief of the committee that the number of unplanned pregnancies could be decreased by offering easier access to birth control pills, which could in turn encourage more women to use them, as well as prevent gaps in use caused by lack of access or cost.

* The group told CNN and other media outlets on Wednesday that mounting evidence gleaned from the 20 years' worth of research gathered since the issue was first broached in the 1990's has shown that women are perfectly capable of determining whether or not they are good candidates for the pill, including conducting a self-assessment of various risk factors, such as smoking or obesity.

* Several groups, including the National Latina Institute for Reproductive Health, have sided with the ACOG's recommendation. In a statement quoted by CNN, the institute stated that allowing birth control pills to be sold over-the-counter "will greatly reduce the systemic barriers ... that currently prevent Latinas from regularly accessing birth control."

* Dr. Dan Grossman, who is the vice president for research at Ibis Reproductive Health, as well as an ACOG committee member, told Reuters on Tuesday that his one concern is that allowing birth control pills to be sold over-the-counter may result in a cost barrier, should pharmaceutical companies decide to make them too expensive for regular use.

* Some doctors, including Fox News health commentator Dr. Manny Alvarez, have voiced health concerns related to making the pills available over-the-counter. Alvarez went on the record on Wednesday as saying that he believes that some women need a more careful risk assessment by their doctors before going on birth control, which would not be provided if the pills were available over-the-counter.

It?s easy to blow a hole in a portfolio. Just dump your stocks and head for the hills at the bottom of a nasty bear market. Then wait anxiously on the sidelines only to venture back in once prices have rallied. Or feverishly chase the latest hot manager until both your ardour and capital are swept away when the red ink starts. Or load up enthusiastically on a ?no brainer? stock tip, then watch your commitment melt away like an ice cube in August when the price tanks.

The cost of this proverbial ?buy high and sell low? behaviour may be greater than any other single investment cost. Morningstar estimated the return shortfall triggered by the poor timing of fund investors? decisions over the period 2000 to 2009 was 1.5% a year. Other studies have put the cost even higher. For example, John Bogle, the founder of Vanguard Group Inc., found that from 1980 to 2005, poorly timed moves in and out of U.S. equity funds by investors resulted in a forgone return of 2.7% a year.

Behavioural finance experts have identified a host of cognitive, emotional and social propensities that impinge upon our ability to make rational economic decisions. Every investor, wealthy or not, confronts these in the course of their decision-making.

Here are four of the more powerful biases:

Myopic loss aversion This combines our much greater sensitivity to losses over gains with the tendency to evaluate outcomes too frequently over too short a time frame. It?s hard to bear in mind that stocks outperform bonds in the long run when you are watching your portfolio evaporate every week in the midst of a recession.

Overconfidence You don?t become a successful business owner, executive or professional by being a shrinking violet. Hence, one cognitive bias that wealthy investors often possess in spades is overconfidence. Overconfidence contributes to the proclivity to placing big bets on certain asset classes, managers or even single stocks. The consequences of being wrong rarely receive critical reflection.

Confirmation bias We are predisposed to seek out and interpret information in a manner that confirms our preconceptions. For example, many bearish investors follow bearish market strategists. It is much easier to be out of the market, even when it?s rising, when everything you read confirms your gloomy opinion.

Herding Humans are social creatures and herding is a natural instinct. The magnetic grip of the group psyche can be almost irresistible during booms and crashes. Technology stocks soared more than sixfold from 1996 to early 2000. Most investors arrived late to this party, only to suffer a precipitous plunge of more than 80% over the next 2? years.

Many wealthy investors have learned, often at the school of hard knocks, to protect their portfolios from themselves by adhering to a disciplined investment decision-making process.

Here are key aspects:

Commit in writing Investors increase the odds of sticking with their strategy if they first set out clear investment objectives and parameters including a portfolio return goal, risk limitations, a target asset mix and rebalancing requirements in a written plan.

Own your strategy The most important decision in any investment strategy is the tradeoff between potential return and risk. Although an advisor can clarify tradeoff options, benefits and consequences, the choice is fundamentally the investor?s. The time spent discussing and reflecting on an optimal trade-off increases the likelihood that the selected strategy will be truly embraced instead of tossed over the side on the next market dive.

Have concentration rules By imposing limits on the exposure to any single manager or position, investors avoid placing an ever-increasing bet on yesterday?s winner.

Think in decades, not years Wealthy families typically plan over multiple generations. It is easier to stay the course when your planning horizon dictates that your portfolio will have to endure numerous bear markets.

Be realistic Diversification can enhance risk-adjusted returns but it is not a silver bullet that delivers outstanding returns in sinking stock markets. For example, single-family offices serving the ultra-wealthy reported portfolio losses in 2008 just like retail investors. Realistic expectations lead to realistic appraisals and decisions.

David Swensen, chief investment officer of Yale Endowment, has said, ?Casual commitments invite casual reversals.? Thoughtful wealthy investors appreciate that serious long-term results require serious commitments.
